Guide to apply Access License and Renewal Access License


How to apply

In order to apply for Access Licence or renewal of Access Licence, you are required to visit Sabah Biodiversity Access & Export Licence Online Application. To access this system, please visit http://eg.jpkn.sabah.gov.my/SSO_sablicense/

Paper applications are only acceptable in exceptional cases where it is not possible for you to apply online after consulting Sabah Biodiversity Centre, the secretariat for Sabah Biodiversity Council.

The online application system consists of:

  • sign up feature that allows you to create your login ID upon your first sign up as new user. This account enables you to apply for Access Licence, renewal of Access Licence and Export Licence when the need arises. You do not need to apply for new ID for your subsequent application.
  • 7 sections of questions, where you will be required to provide information about your application including entering your research proposals or progress report (for renewal only).
  • further questions require you to upload the following supporting documents:
    1. A copy of passport photo
    2. A copy of your passport or MyKad
    3. Letter of support from Malaysia institution to support your research in Sabah
    4. Letter of consent / appointment from your Malaysia counterpart to agree to be your Local Collaborator
    5. Letter of support from institution that will sponsor your research
    6. Letter of permission from the resource manager(s) of the area(s) where the access will be taken place
    7. Location map(s) where the access will be taken place
  • a declaration for you to read and confirm regarding the information and documentation provided in your application.

What you should know before applying for license

Your application will not be processed until all the necessary supporting documents and information have been received. It is your responsibility to make sure that any required supporting documents must be submitted together with your completed application form. Since the process of obtaining letter of support/consent/appointment/permission and subsequently Access Licence (should your application is successful) will involve time and certain procedures of different organisations, you should be aware of the requirements and make prior arrangements to obtain the necessary documents as soon as you have decided to apply.

Completed application will be sent for:

Security screening by Royal Malaysian Police


Final decision by Access and Export Licence Committee

Step 6

Approved or Rejected


Your application is successful *
Your application is not approved by Sabah Biodiversity Council. You may appeal through Sabah Biodiversity Centre within the period of 3 months beginning from the date of receipt of the decision

* You are required to complete the Statutory Declaration Form before we can issue the Export Licence. Please take note that the Statutory Declaration Form must be signed in the presence of a Sessions Court Judge, Magistrate, or Commissioner for Oaths in Sabah/Malaysia.

Print out and complete the Statutory Declaration Form and hand it over to SaBC office in order to collect Access Licence in person. You may download the form here. After obtaining your licence, you are also required to apply for relevant pass from the State Immigration of Sabah, Kota Kinabalu.

Your application is not approved by Sabah Biodiversity Council. You may appeal through Sabah Biodiversity Centre within the period of 3 months beginning from the date of receipt of the decision

* You are required to complete the Statutory Declaration Form before we can issue the Export Licence. Please take note that the Statutory Declaration Form must be signed in the presence of a Sessions Court Judge, Magistrate, or Commissioner for Oaths in Sabah/Malaysia.

Print out and complete the Statutory Declaration Form and hand it over to SaBC office in order to collect Access Licence in person. You may download the form here. After obtaining your licence, you are also required to apply for relevant pass from the State Immigration of Sabah, Kota Kinabalu.


For renewal of Access Licence, you are required to obtain new letter of consent from your Local Collaborator supporting your intention of renewing the licence and new letter of permission from the resource manager(s) of the area(s) to allow you to re-enter into their area(s) if the duration is not covered in the previous letter(s). These documents must be uploaded into your renewal online application.

You are required to apply for new access application should you change your research topic, methodology, location(s), Local Collaborator(s) and/ or institution(s).

How to apply

*Should your application is not supported by the Access and Export License Committee, you will be notified through email to provide relevant documents to further support your application so that it can be brought forward to Sabah Biodiversity Council for final decision.
